15px;">第一,是相对准确客观的人工时标准和相对成熟完善的日常统计考核工具。人工时的统计分析依赖大量的历史基础数据,即便仅仅是得出“相对”准确的人工时数据都需要付出巨大的人力物力,而与此同时,还必须配合相对比较成熟完善的日常统计考核工具,便于评价设计人员当年度实际完成的人工时,这些都依赖于设计院本身非常成熟的管理机制和管理能力,而对于国内绝大多数设计院而言,要达到这一要求仍有较长路要走?/span></p><p 15px;">第二,是强调职业精神和绩效的文化土壤。以人工时为依据的年薪制必须基于强调职业精神和绩效的文化,实际上以目前国内的人文环境而言,反而有可能会孳生消极怠工的现象,甚至出现在本职工作上混混日子,同时在外面干干私活的情况,无论在当前整体分配改革的大环境还是在鼓励多劳多得的背景下,年薪制往往会起到相反的效果?/span></p><p style="margin-top: 15px; inherit;">在具备上述条件的基础上,我们建议在项目奖金分配中,切出部分项目奖金(比如30%-40%)统一纳入生产部门的年终分配奖金池,由生产部门负责人在每个人年度考核成绩的基础上,再综合承担项目的各类情况,包括依据原有规则的比例切块不尽合理的问题、项目肥瘦问题、项目难度不一问题、承担了项目工作却部分或者全部无法完成收款的问题等等,综合进行调节?/span></p><p
